When to Make a GIF from MPG
MPG (MPEG) is one of the early digital video formats. It holds old recordings, disc clips, and archive footage that accumulated long before modern smartphones. To share a moment from such a video, a full file is often excessive - you need a short fragment that opens easily.
An animated GIF is convenient here: a GIF plays on its own in chats and feeds, repeats in a loop, and opens almost everywhere. From MPG you get a moving, looping animation of the chosen segment - not a static frame, but a short repeating moment.

A GIF from MPG is a compact looping animation for sharing and demonstration, not a way to improve old video. The palette is limited, audio is lost, and a long fragment is heavy. Quality is set by the source: a compressed MPG will not become sharper.
